John Chapman, appointed Industry Advocate in July 2024, brings extensive leadership experience across public, private, and not-for-profit sectors. Previously South Australia’s Small Business Commissioner (2014–2021) and CEO of the Motor Trade Association of SA, he has driven workforce development through industry-based training programs.
Currently, he serves as Presiding Member of the Construction Industry Training Board, a member of the SA Skills Commission, and an independent member of the Department for Energy and Mining Audit and Risk Committee. John holds an MBA from the University of Adelaide and was awarded the Medal of the Order of Australia (OAM) in January 2024 for his service to public administration.
Phillip Dowsett has served as Deputy Industry Advocate since 2016, supporting the strategic implementation of the South Australian Industry Participation Policy (SAIPP) to maximise the State’s economic benefit from government spending. His role focuses on increasing the number and diversity of South Australian businesses securing government contracts.
With over 17 years of leadership experience across international sales, marketing, operations, and contract management—including managing director roles and running his own business—Phillip has successfully driven growth and managed government and private sector contracts across the Asia Pacific region.
