An Industry Participation Plan is a statement you use to outline your intended commitments to employing or involving local businesses in supply of a good or service through a Government procurement process. These are completed for higher value bids above $550,000 including GST.

Upon tender submission, the Industry Participation Plan (IP Plan) will be scored to measure the economic contribution to the State or region through three key indicators:

  • Labour (SA jobs)
  • Supply inputs
  • Capital associated with the contract.

These indicators are the main drivers used in the SA Industry Participation Policy (SAIPP) to measure economic benefit to the State or a region.

If you are asked to complete an Industry Participation Plan, completion is mandatory. If it is not included in your response, your bid may be set aside and will not be considered during the evaluation process.

Things To Remember…

  • Take the time to show the evaluation team the economic benefits that will flow from your business winning the tender.
  • Provide accurate information and avoid embellishing your responses, as this will demonstrate to the tender evaluation team with confidence that you can deliver on the commitments you make.
  • Care should be taken with Panel contracts (refer to the SAIPP Guidelines) to align your plan commitments with the likely amount of work you expect to receive through the panel. Expecting 100% of the work from a panel contract when there are multiple other suppliers is not realistic.
  • Complete all the required fields.
