Should you have any doubts as to the meaning of any part of a tender or find any discrepancy, error or omission, always seek clarification from the buyer as early as possible or any time before the closing date.
If there is an appropriate response to your clarification, the buyer will normally provide you with it. If however their response warrants new or updated information to be supplied to you, it will likely be provided to all potential suppliers bidding in the market.
Addendums
Occasionally, departments will send out addendums while the tender is out to market. An addendum is a clearly marked document issued by a department which may detail variances, updates or clarification of elements of the tender, prior to the closing date.
It is important to read all elements of an addendum as their impact on your response will vary and can affect your evaluation. Always ask questions and/or seek clarifications on addendums if you are unsure.
